Methodology & sources

What this dashboard shows
Certified Masters & Officers holding valid Certificates of Competency (CoC), displayed by issuing state and year.

Data sources
• EMSA – Seafarers’ Statistics in the EU (STCW-IS data) for year points (e.g., 2017). Values are a snapshot of valid CoCs as of 31 December of the stated year.
• EMSA – EU Seafarers Labour Market reports for later-year structured extracts (e.g., 2020/2023), as reflected in the CSVs linked in the code.

Notes
• 2017 includes the United Kingdom via EMSA reporting (pre‑Brexit) and includes Norway & Iceland where present in EMSA datasets.
• “Ageing risk (55+)” is calculated as (55–59 + 60+) divided by the country age-profile total (when available).
• Totals may differ from “active seafarers” figures because this dashboard uses certificate stock (valid CoCs), not employment/availability.
